It is a fully operational website that does not cost a single red cent to start. The other free way to make a site is through Wordpress (wordpress.com). What used to be a blog spot has now turned into a great way to create a free website. They have made many advancements that now let you turn your blog posts into full on web pages. You can even have a homepage, really making you blog a fully functioning website. Just like the Microsoft site, this website is fully customizable. You can match the look to fit your personality and/or business.
